Euro Medium Term Note

Through its Euro Medium Term Note (EMTN) programme, the Flemish Community can rely on (sustainability) benchmark bonds and private placements. The Flemish Community increased the maximum aggregate outstanding amount from 10 to 25 billion euros in 2020. The maturities can vary from 1 year up to 50 years. The Flemish Community has an EMTN programme in place since 2009. The last update occurred in September 2022.

Consortium for benchmark issues

The Flemish Community selects every 3 years a consortium of banks to act as dealer via a tendering procedure. For the period 2024-2026, The Flemish Community selected a consortium of 4 banks:

  • Deutsche Bank
  • HSBC
  • ING
  • UniCredit

Request for participation for private placements

For each private placement the Flemish Community conducts a market consultation. Flanders will send a request for participation (RfP) to a selection of banks. Read more on our private placements procedure.
